Arequipa has no real season. The best month scores 100 and the worst 83, a spread of just 17 points, so the honest answer to "when should I go" is whenever the flights are cheapest. The good window runs March to December — 10 months within ten points of the best.

November is the warmest month at 26.7 °C and July the coolest at 24.3 °C — a 2.4 °C spread across the year. It never reaches 30 °C in an average year, which takes heat off the list of reasons to avoid any particular month.

There is a real wet season here. January to February carry the rain — up to 10 wet days in a month — while May to November drop as low as 0. That 10-day gap is the biggest single difference between a good month and a bad one in Arequipa, and it moves further than the temperature does.

Daylight barely moves: about 13.1 hours whatever the month, which removes one variable from the decision entirely.
